By definition, zoning ensures a city is developed in the most convenient and efficient manner and the character, identity, and composition of a city reflects the priorities, desires, and preferences of its residents. In Chicago, the zoning change process is arguably the first and potentially trickiest hurdle for new real estate developments. Developers, community members, government officials, and policy professionals come together to decide the fate of underperforming sites and the surrounding neighborhoods, often times bringing to light many “hot button” and newsworthy issues.
